Job Description

The Children’s Center seeks a Talent Management and Development Specialist (Recruiter) to oversee full life cycle recruitment and related talent processes across multiple centers in a hybrid setting based in Suffolk, VA. The role covers onboarding, retention, promotions, and succession planning, with on-site orientation facilitation.

Responsibilities

  • Provide professional expertise in designing, developing, and implementing the talent review process to meet business goals and build an internal bench of top talent.
  • Partner with hiring managers to develop effective sourcing and recruitment strategies that deliver client satisfaction.
  • Foster productive relationships within the organization and the recruiting community to influence the recruiting process and hiring outcomes.
  • Develop and maintain programs for workforce retention, promotion, and succession planning.
  • Manage and execute full life cycle recruitment within defined metrics to minimize time-to-start.
  • Define marketing strategies, clarify roles for the hiring team, and establish service-level agreements to ensure an efficient recruitment lifecycle while controlling cost-per-hire.
  • Facilitate new employee orientation.

Requirements

  • Minimum eight years of experience in the human resources field, with preference for full life-cycle recruitment experience.
  • Thorough understanding of recruiting methods, best practices, and applicable policies and employment laws at federal, state, and local levels.
  • Recent experience recruiting across multiple disciplines and levels, including nonexempt, exempt, and leadership positions.
  • Experience designing and supporting organization-wide talent management programs covering performance management, talent development, coaching, succession planning, data analytics, and relationship management.
  • Strong experience in all sourcing channels, including internet, social media, networking, employee referrals, postings, as well as open houses and virtual job fairs.
  • Experience with applicant tracking systems and affirmative action plan requirements.
  • Current HRCI-SPHR or SHRM-SCP certification or ability to obtain within one year of employment.
  • Bachelor’s Degree in Human Resources or an equivalent combination of education and related experience may be accepted in lieu of the preferred degree.
  • Familiarity with Head Start, Virginia Licensing, and Department of Transportation regulations.
  • Ability to work in a fast-paced environment and stay well organized.
  • Flexibility with work hours and scheduling, including the ability to reach recruits during evening or weekend contacts.
  • Positive attitude and a strong work ethic.

Education and Qualifications

  • Minimum eight years of experience in the human resources field, with preference for full life-cycle experience.
  • Recent experience recruiting in multiple disciplines and levels, including nonexempt, exempt, and leadership positions.
  • Current HRCI-SPHR or SHRM-SCP certification or ability to obtain within one year of employment.
  • Bachelor’s Degree in Human Resources or an equivalent combination of education and demonstrated related experience.
  • Strong understanding of federal and local labor laws.
  • Knowledge of Head Start program rules and regulations preferred.
  • Full life cycle talent management and acquisition experience.
  • Proficient in MS Office; knowledge of HRMS/HRIS is a plus.
  • Proven ability to manage multiple priorities and drive results.
  • Excellent verbal and written communication skills.
  • Strong organizational, analytical, and project management capabilities with attention to quality and detail.
  • Excellent interpersonal skills and the ability to work with all organizational levels.
  • Strong business acumen and understanding of industry drivers.
  • Ability to establish credibility and rapport with operating leaders.
  • Ability to analyze data, identify trends, and develop actionable recommendations.
  • Valid driver’s license with ability to travel between school locations.
  • Ability to pass criminal background check, tuberculosis screen, and drug screen.
  • Ability to sit for extended periods and lift up to 30 pounds; flexibility to work varied shifts, including weekends.
