Job Description

The Talent Recruiter II plays a key role in building a diverse, qualified candidate pool for Fulgent Therapeutics LLC by researching, developing, and executing recruitment strategies. The position manages the full life cycle of sourcing and selection across the organization and its subsidiaries, collaborating with hiring managers to maintain compliant and effective processes. This is an onsite role based in El Monte, California.

Responsibilities

  • Lead all phases of the recruitment process, from strategy through onboarding.
  • Partner with department managers to craft precise job descriptions and hiring criteria.
  • Identify and deploy efficient recruiting methods aligned with the role, industry standards, and organizational needs.
  • Source passive candidates and develop innovative pipelines to meet talent needs.
  • Support job postings and advertising activities.
  • Screen applications and select qualified candidates.
  • Coordinate interview schedules and prepare interview questions and materials.
  • Participate in interviews with managers, directors, and other stakeholders as required.
  • Conduct reference checks as part of the evaluation process.
  • Collaborate with the hiring manager and HR staff during the offer stage, advising on salary ranges, incentives, start dates, and related details.
  • Ensure compliance with federal, state, and local employment laws and company policies.
  • Represent the organization at college career fairs and recruiting sessions as assigned by the Director of Talent Acquisition.
  • Perform other duties as assigned.

Requirements

  • Bachelor’s degree in Human Resources or a related field, or a Bachelor’s degree in STEM.
  • 3-5 years of full-cycle recruitment experience in a fast-paced environment.
  • 3-5 years of experience with an Applicant Tracking System (ATS); Paycom experience is preferred.
  • Experience in Biotechnology, Pharmaceutical, or Healthcare settings is required.
  • Excellent verbal and written communication skills.
  • Strong interpersonal skills with effective negotiation abilities.
  • Ability to design and implement sourcing strategies for a range of roles.
  • Proactive,自主 and independent with initiative.
  • Excellent time management and a proven track record of meeting deadlines.
  • Familiarity with hiring laws, regulations, and best practices.
  • Ability to quickly learn applicant-tracking software and recruitment systems.
  • Proficiency with Microsoft Office Suite.

Compensation and Location

Location: El Monte, CA (onsite)

Salary: USD 75,000 - 87,000 per year

The role reports to the Director of Talent Acquisition.
