Human Resources Supervisor – Talent Acquisition & Global Mobility
Job Description
TOYO Solar Texas LLC is hiring a Human Resources Supervisor focused on Talent Acquisition and Global Mobility in Humble, TX (onsite). This role connects U.S. HR operations with headquarters to support local hiring, onboarding, compensation coordination, and work-visa follow-up. You will work in a dynamic, collaborative environment with competitive compensation ($70,000 to $95,000 per year) and opportunities for professional growth during an exciting phase of global expansion.
This position serves as the practical bridge between teams across functions and locations, combining HR process ownership with cross-border coordination. Because the work includes frequent communication with HQ and overseas facilities, Mandarin and English proficiency are required.
What You’ll Do
- Act as the primary day-to-day point of contact between TOYO Solar TX HR and HQ functional teams (including HR, Sales, Marketing, Finance, Engineering, Operations, and others) for U.S. local recruitment, onboarding, and compensation-related needs.
- Run the full-cycle recruitment process for U.S. openings, including job postings, sourcing, screening, interview coordination, offer coordination, and onboarding across manufacturing, engineering, and corporate functions, while keeping HQ updated on progress and headcount.
- Support new hire onboarding for U.S. hires, including new hire paperwork and orientation coordination, with attention to a strong first-day/first-week experience.
- Help administer compensation and benefits for U.S. employees by coordinating with HQ on benchmarking, payroll-related matters, and benefits enrollment as needed.
- Coordinate follow-up on U.S. work visa applications (including H-1B, L-1, and other applicable categories) for eligible personnel, working closely with outside immigration counsel.
- Maintain a visa and immigration tracker with application status, renewal and expiration deadlines, and required documentation, proactively flagging upcoming timelines and coordinating follow-up with counsel, HQ, and affected employees.
- Partner with immigration attorneys and internal stakeholders (Legal, Finance, and business units) to support accurate, timely, and compliant filings.
- Support relocation logistics and onboarding for personnel moving to the U.S. facility, including housing, transportation, and administrative orientation coordination as needed.
- Build and maintain relationships with recruitment agencies, immigration law firms, and other external partners supporting local hiring and visa needs.
- Provide regular reporting to the HR Manager and HQ on U.S. headcount, recruitment progress, and visa or immigration case status.
- Assist with other HR functions as needed, including employee relations, HR policy administration, and compliance matters.
What We’re Looking For
- Bachelor’s degree or above in Human Resources, Business Administration, or a related field.
- 3+ years of HR experience, with exposure to Talent Acquisition and/or Global Mobility & Immigration, ideally in a multinational environment coordinating between a U.S. subsidiary and overseas headquarters.
- Mandarin and English proficiency, required due to the working languages used to coordinate with HQ and overseas facilities.
- Experience supporting or coordinating U.S. employment-based work visas (such as H-1B and L-1) and working with outside immigration counsel is preferred.
- Recruitment experience across multiple levels and functions, including manufacturing/production, engineering, and corporate roles.
- Working knowledge of U.S. federal and Texas state employment law, including I-9 and E-Verify compliance requirements.
- Strong cross-cultural communication and coordination skills, including the ability to work effectively across time zones.
- Highly organized and detail-oriented approach, with the ability to manage multiple concurrent recruitment and visa or immigration matters.
- Ability to adapt to domestic business trips or travel abroad.
