Apprenticeship Recruiter & Outreach Specialist
Job Description
In this hybrid role based in Mather, California, you will promote WECA’s apprenticeship programs and establish partnerships with schools, civic associations, minority resource centers, and other community groups across the region. You will manage the full apprenticeship application flow—from sourcing and evaluating applicants to testing, interviews, and orientations—while ensuring EEOC compliance and diversity initiatives as you travel across California, Arizona, and Utah.
Responsibilities
- Design, implement, and assess WECA's recruitment and selection processes to attract qualified candidates.
- Measure the impact of recruitment strategies and procedures to drive continuous improvement.
- Oversee the complete recruitment and intake workflow to align with policies and procedures.
- Produce reports that track the effectiveness of recruitment efforts.
- Share information on program prerequisites and benefits with prospective students through in-person visits, calls, emails, and direct mail.
- Collaborate with Membership and Marketing to source candidates and craft strategies for hard-to-recruit areas.
- Lead the EEOC compliance plan for apprenticeship programs, coordinating diversity initiatives with women's, minority, and veterans groups; document efforts and prepare reports for WECA and government audits.
- Work collaboratively across the organization and with external partners such as BIA, Job Corps, and schools.
- Recruit qualified applicants for WECA’s Apprenticeship and Training Programs in compliance with state and federal regulations and internal policies, upholding high ethical standards.
- Facilitate testing and interviewing activities and conduct post-interview follow-ups with interviewees and applicants.
- Provide input on Handbook and Standards updates or policy changes as needed.
- Offer guidance, assistance, and training to interview participants and others on all recruitment and selection aspects.
- Develop and revise recruitment procedures and interview instructions for participants and stakeholders.
- Serve as a resource and trainer on the application and interview process.
- Collaborate with contractors and other agencies on workforce and recruitment matters.
- Engage with job counselors to explain program benefits.
- Participate in job fairs, outreach events, and other activities to present programs to potential students and contractor members.
- Create and maintain a comprehensive project plan that includes recruiting events.
- Develop and sustain partnerships with groups such as VA, EDD, BIA, NAWIC, and others.
- Produce reports on the success of promotions as requested.
- Work with contractors to develop ideas and strategies addressing both current and future workforce needs.
- Maintain knowledge of Apprenticeship Rules, Regulations, and Standards across all programs.
- Draft letters as necessary and collaborate with staff on apprenticeship needs and preventive measures.
- Support the Operations Team with projects and customer service as required.
- Respond to client inquiries in a courteous and timely manner, typically within 24 business hours.
Requirements
- Strong communication and interpersonal skills with the ability to conduct needs assessments, contribute to candidate selection, and solve problems in group or one-on-one settings.

- Proficiency with Microsoft Office (Word, Excel, Outlook, Publisher) and standard office equipment.
- This role requires evening and weekend availability in addition to regular hours, not limited to a traditional 9-to-5 schedule.
- Extensive travel throughout California, Arizona, and Utah (approximately 75% travel).
- Must have a valid driver’s license and normal automobile insurability; use of a personal vehicle is required with business travel expenses reimbursed.
- Prior experience in or knowledge of the electrical field is a plus.
- Knowledge of recruitment, screening, interviewing, and referral processes, along with familiarity with employment law, is a plus.
