Job Description

WECA is seeking an Apprenticeship Recruiter & Outreach Specialist to join its Fresno-based team, focused on promoting apprenticeship opportunities and guiding applicants through the enrollment process. This hybrid role expands outreach across California, Arizona, and Utah, partnering with school districts, civic groups, and community organizations to connect learners with hands-on training and career pathways.

Position Details

  • Location: Fresno, CA (hybrid)
  • Compensation: USD 30 - 33 per hour

Responsibilities

  • Design, implement, and assess recruitment and selection practices to ensure effectiveness and policy alignment.
  • Track and analyze recruitment outcomes to refine strategies and procedures.
  • Oversee the full recruitment intake process to maintain compliance with policies and procedures.
  • Generate reports that measure the impact of recruitment efforts.
  • Share program requirements and benefits with prospective students through in-person visits, calls, emails, and direct mail.
  • Collaborate with Membership and Marketing to develop strategies for hard-to-fill recruiting areas.
  • Oversee the quality and accuracy of WECA’s EEOC Compliance Plan for apprenticeship programs, engaging with women’s, minority, and veterans groups; document efforts, prepare reports for WECA and government agencies, and respond to audits.
  • Work collaboratively across the organization and with external partners such as BIA, Job Corps, and schools.
  • Recruit qualified applicants in line with state and federal regulations and company policies, upholding high ethical standards.
  • Facilitate testing and interviewing activities for all apprenticeship programs and perform timely follow-ups with candidates.
  • Offer input on handbook updates, standards revisions, and policy changes.
  • Provide guidance, assistance, and training to interview participants and others on recruitment processes.
  • Develop and revise recruitment procedures and interview instructions.
  • Serve as a resource and deliver training on the application and interview process.
  • Collaborate with contractors and agencies on workforce needs and recruitment.
  • Engage with job counselors to explain program benefits.
  • Participate in job fairs, outreach events, and other activities to promote programs to potential students and contractor members.
  • Create and maintain a comprehensive project plan that includes recruiting events.
  • Develop and maintain partnerships with groups such as VA, EDD, BIA, NAWIC, etc.
  • Produce reports assessing the success of various promotions as requested.
  • Work with contractors to develop ideas and strategies addressing short- and long-term workforce needs.
  • Demonstrate knowledge of Apprenticeship Rules, Regulations, and Standards across all programs.
  • Draft letters as necessary and coordinate with staff on apprenticeship needs and disciplinary preventative measures.
  • Contribute to the Operations Team and assist with projects and customer service as required.
  • Respond to client needs and inquiries promptly, typically within 24 business hours.

Requirements

  • Strong communication and interpersonal skills, with the ability to conduct needs assessments and contribute to candidate selection decisions.
  • Ability to lead or collaborate effectively within cross-functional teams.
  • Active listening to understand customer requests and respond positively.
  • Flexibility to adapt to changing assignments and multiple priorities.
  • Proven ability to manage multiple tasks and meet deadlines while maintaining a professional image.
  • Capability to perform complex analyses and present actionable recommendations.
  • Proficiency with Microsoft Word, Excel, Outlook, and Publisher.
  • This role requires evenings and weekends beyond typical 9-to-5 hours.
  • Travel across California, Arizona, and Utah is expected, approximately 75% of the time.
  • Must have normal automobile insurability and a valid driver’s license; personal vehicle used with travel expenses reimbursed.
  • Prior experience in or knowledge of the electrical field is a plus.
  • Knowledge of recruitment, screening, interviewing, and referral processes, as well as employment law, is a plus.
