Apprenticeship Recruiter & Outreach Specialist
Job Description
WECA seeks an Apprenticeship Outreach and Recruitment Specialist to promote WECA’s apprenticeship programs and expand awareness through partnerships with school districts, civic associations, minority resource centers, and other community-based organizations.
Responsibilities
- Oversee the apprenticeship application process, including sourcing applicants, screening minimum qualifications, and scheduling and proctoring basic skills and aptitude tests.
- Schedule interviews and conduct apprenticeship orientations at WECA locations.
- Manage affirmative action programs and develop EEO policies and procedures related to apprenticeship and workforce development.
- Monitor and evaluate compliance with equal opportunity laws and guidelines to ensure non-discriminatory employment and contracting practices.
- Provide guidance, assistance, and training to interview participants and others on recruitment and selection processes.
- Develop and revise recruitment procedures and instructions for interview participants and others.
- Serve as a resource and provide training on the application and interview process.
- Collaborate with contractors and other agencies on workforce needs and recruitment.
- Contact and meet with job counselors to explain program benefits.
- Participate in job fairs, outreach events, and other special events to explain programs to potential students and contractor members.
- Create and maintain a comprehensive project plan that includes recruiting events.
- Develop and maintain relationships with groups such as VA, EDD, BIA, NAWIC, and others.
- Produce reports on the success of various promotions as requested.
- Work with contractors to develop ideas and strategies addressing short- and long-term workforce needs.
- Understand Apprenticeship Rules and Regulations, and Apprenticeship Standards for all programs.
- Draft letters as necessary.
- Partner with other staff on apprenticeship needs and disciplinary preventative measures.
- Support the Operations Team and assist with various projects and customer service as required.
- Respond to client needs and inquiries courteously and promptly, within 24 business hours.
- Demonstrate effective communication and interpersonal skills for needs assessment, candidate input, and problem solving in group or one-on-one settings.
- Operate as a leader or team member and collaborate with other departments.
- Listen to customers and respond positively to their requests.
- Adapt to changing assignments and multiple priorities.
- Manage multiple tasks and meet deadlines.
- Maintain a professional and positive image for the Association.
- Conduct complex analyses and develop recommendations.
- Use Microsoft Office (Word, Excel, Outlook, Publisher) and standard office equipment.
- Note that the role requires evenings and weekends, not a traditional 9 am to 5 pm schedule.
- Travel throughout California, Arizona, and Utah up to 75% of the time.
- Maintain normal automobile insurability and a valid driver’s license; business travel expenses are reimbursed.
- Use of a personal vehicle is required for this position.
- Prior experience or knowledge of the electrical field is a plus.
- Knowledge of recruitment, screening, interviewing, and referral processes as well as employment law is a plus.
