Job Description

The Talent Acquisition Manager at Clinical Medical Services leads end-to-end recruitment, shaping strategies, strengthening employer branding, and delivering an affirmative action plan. The role collaborates with managers to align hiring with workforce needs while ensuring an excellent candidate experience and data driven decision making to support organizational goals.

Responsibilities

  • Design and execute the organization’s talent acquisition roadmap.
  • Oversee the full recruitment lifecycle from opening a role to finalizing an offer.
  • Forecast future hiring needs and provide training and coaching to managers and TA staff.
  • Partner with managers to define role requirements and target candidate profiles.
  • Screen and interview applicants.
  • Utilize job boards, social networks, and other channels to source candidates.
  • Adopt innovative sourcing methods and maintain a robust candidate network.
  • Negotiate compensation and contractual terms for new hires.
  • Manage all stages of the candidate experience, including applications, interviews, and communications.
  • Track and report key recruitment metrics to evaluate and refine the hiring process, including time-to-fill and time-to-hire.
  • Analyze hiring data to identify improvements and select appropriate job advertising options.
  • Conduct market research and apply best practices to maintain competitive hiring strategies.
  • Oversee an efficient onboarding process to ensure successful integration of new hires.
  • Prepare an annual Affirmative Action Plan.
  • Prepare and submit VETS 4212 annually.
  • Supervise, develop, train, and audit the Talent Acquisition team.
  • Coordinate participation in job fairs and career events.
  • Maximize, administer, and develop the TA HRIS system.
  • Participate in internal and department projects as needed.
  • Handle additional administrative tasks and projects as assigned.

Requirements

  • Bachelor's degree in Human Resources or equivalent; master's degree preferred.
  • 8 to 10 years of experience leading Talent Acquisition or related functions.
  • Strong understanding of recruitment processes and systems, including ATS, LinkedIn Recruiter, and other sourcing tools.
  • Excellent communication and interpersonal skills to engage candidates, managers, and team members at all stages.
  • Strategic thinking and decision-making ability to develop and execute effective TA strategies.
  • Capability to conduct detailed job requirement analyses to attract qualified candidates.
  • Exceptional organizational skills to manage multiple openings and ensure timely processes.
  • Strong negotiation skills to secure competitive compensation packages.
  • Deep knowledge of labor laws to ensure compliance with local and federal requirements.
  • Effective problem-solving skills to address challenges in the recruitment process.
  • Proven ability to build and maintain relationships with potential candidates and maintain a talent pipeline.
  • Strong written and verbal communication skills in English and Spanish.
  • Proficient with Microsoft Office Suite (Excel, PowerPoint, Word, Visio), ADP Time and Attendance, ADP Payroll, and HRIS with ATS/onboarding modules.
  • Experience thriving in a dynamic environment with a track record as a key contributor.
  • Commitment to confidentiality and discretion in all duties.
  • Self-directed with the ability to work independently and as part of a team.
  • Excellent team-building and interpersonal abilities.
  • Strong organizational skills and the capacity to address complex business needs with strategic recommendations.
  • Experience managing multiple business units across locations and navigating competing priorities.
  • Flexibility to interact with employees at all levels as needed.
