Director of Global Talent Acquisition and Deployment
Job Description
The Director of Global Talent Acquisition and Deployment will lead Panagora Group's international talent sourcing, mobilization, compliance, lifecycle management, and performance for all contracted personnel deployed under the TSS project, based onsite in Oregon.
Responsibilities
- Develop and implement global recruitment strategies aligned with program goals and regulatory requirements
- Oversee candidate sourcing, screening, and submission workflows to ensure timely, high‑quality pipelines
- Select and deploy hiring models that fit the contractual and regulatory context, including direct hire, subcontracting, Employer of Record (EOR), and Professional Employer Organization (PEO)
- Ensure compliance with Department of State regulations, DSSR where applicable, host‑country labor laws, tax obligations, and work authorization requirements
- Manage compensation design, payroll administration, benefits, insurance, and statutory obligations across jurisdictions
- Coordinate mobilization logistics such as visas, housing, travel arrangements, onboarding, IT provisioning, and equipment deployment
- Administer lifecycle personnel management, including performance monitoring and compliant offboarding procedures
- Maintain a global roster of qualified subject matter experts to support deployable workforce needs
- Drive achievement of contracted personnel performance standards and mobilization timelines
Requirements
- Bachelor degree in Human Resources, Business Administration, International Relations, or a related field
- Minimum of 12 years of progressively responsible experience in international recruitment and workforce management
- Demonstrated experience recruiting and deploying both U.S. citizens and foreign nationals across multiple countries
- Demonstrated experience utilizing global employment mechanisms such as EORs, PEOs, and subcontracting arrangements
- Strong knowledge of international labor law compliance and employment administration
- Experience managing contracted personnel for large U.S. Government‑funded contracts (preferred)
- Demonstrated ability to manage high‑volume, rapid mobilization of contracted personnel requirements
- Excellent organizational and communication skills
