Job Description
This full lifecycle recruiter role supports end-to-end hiring for Technical Infrastructure Program Manager and International Business Developer - Tech roles within AWS Infrastructure Services, based in Seattle on-site.
Responsibilities
- Lead full-cycle recruitment for Technical Infrastructure Program Manager and International Business Developer - Tech roles, overseeing requisitions from intake to offer and onboarding, using telecom sector expertise to source, assess, and secure top candidates.
- Actively source passive candidates with telecom backgrounds using Boolean, LinkedIn Recruiter, and other tools to identify professionals with telecom infrastructure experience, carrier partnerships, network deployment programs, and international business development.
- Conduct phone screens and technical assessments to gauge qualifications, salary expectations, and skill level, while setting clear expectations about interview steps, compensation, and job leveling.
- Collaborate with hiring managers to sharpen sourcing and closing approaches, delivering market insights on telecom talent supply, compensation trends, competition, and engagement tactics.
- Coach candidates on behavioral interview techniques and close offers by negotiating terms, addressing concerns, and presenting AWS value proposition to secure acceptances for Seattle and Arlington.
- Lead recruitment projects that improve hiring effectiveness and metrics such as pipeline activity, conversion rates, candidate experience, and cycle time, by mentoring hiring managers on sourcing methods, phone screen techniques, and interview best practices.
- Improve recruiting workflows by spotting and addressing risks, removing blockers such as interview availability and miscalibrated interviewers, and ensuring timely decisions to speed progress.
- Monitor external telecom talent pipelines and trends (competition, costs, productivity, retention) to guide discussions with hiring managers on sourcing opportunities and process improvements.
- Foster strong candidate experiences by guiding teams to adopt recruiting best practices, write compelling job descriptions, articulate clear value propositions, and uphold quality candidate interactions.
- Advise on strategies to maintain pipeline health and quality, implementing innovative sourcing and closing methods for challenging telecom-focused technical roles.
- Document recruiting plans with defined deliverables, timelines, and metrics to monitor pipeline growth, candidate engagement efficacy, and hiring outcomes.
- Contribute to special projects and recruiting initiatives while mentoring new colleagues and pursuing continuous operational excellence.
Requirements
- 3+ years closing candidates and negotiating offers.
- 3+ years in technical recruiting with full lifecycle experience.
- 3+ years recruiting mid to senior level talent.
- Knowledge of social media recruiting and awareness of current market trends.

Preferred Qualifications
- Experience in network planning, construction/implementation, or commercial deployment roles at an ISP, telecom operator, or hyperscaler.
- Experience with advanced SQL for data mining and business intelligence, or experience as a lean methodology expert.
