Apprenticeship Recruiter & Outreach Specialist
Job Description
Responsibilities
- Designs, implements, and evaluates recruitment and selection processes, continuously improving how candidates are attracted and evaluated.
- Measures the effectiveness of recruitment strategies and adjusts approaches accordingly.
- Manages the full recruitment/intake workflow to maintain policy alignment and accuracy.
- Generates reports to assess recruitment outcomes and program impact.
- Provides prospective students with information about program requirements and benefits through in-person visits, calls, emails, and mailings.
- Collaborates with Membership and Marketing to source and implement strategies for hard-to-fill areas.
- Maintains the EEOC Compliance Plan for apprenticeship programs, pursuing diversity efforts with women’s organizations, minority groups, veterans, and related stakeholders; documents activities and responds to audits.
- Works closely with internal teams and external partners such as BIA, Job Corps, and schools to advance workforce initiatives.
- Recruits qualified applicants for WECA’s Apprenticeship and Training Programs in line with state/federal regulations and company policies, upholding high ethical standards.
- Leads testing and interviewing activities for all apprenticeship programs and follows up with interviewees and applicants.
- Collaborates on handbook and standards updates or policy changes, providing input as needed.
- Guides and trains interview participants and others on recruitment and selection processes; develops recruitment procedures and instructions.
- Serves as a resource on the application and interview process and provides training where needed.
- Partners with contractors and agencies on workforce needs and recruitment matters.
- Engages with job counselors to convey program benefits and participates in job fairs, outreach events, and other activities to inform potential students and contractors.
- Creates and maintains a comprehensive project plan that includes recruiting events and activities.
- Develops and maintains relationships with groups such as VA, EDD, BIA, NAWIC, and others.
- Produces reports on the success of promotional efforts as requested and collaborates with contractors on strategic workforce solutions.
- Understands Apprenticeship Rules and Standards for all programs; drafts necessary letters and assists with apprenticeship-related needs and preventive measures.
- Contributes to the Operations Team and supports customer service and project work as required.
- Responds to client inquiries in a timely manner, aiming for quick responses and within 24 business hours when possible.
- Demonstrates strong communication and interpersonal skills, conducts needs assessments, contributes to candidate selection, and solves problems in group or one-on-one settings.
- Collaborates effectively as a leader or team member across departments and with external partners.
- Listens to clients and stakeholders, adapting to changing priorities and multiple tasks while meeting deadlines.
- Maintains a professional image for the association; performs complex analyses and develops actionable recommendations.
- Proficient with Microsoft Office (Word, Excel, Outlook, Publisher) and standard office equipment.
- Recognizes that recruiting top candidates requires nonstandard hours, including evenings and weekends.
- Travels across California, Arizona, and Utah (approximately 75% travel) using a personal vehicle, with travel expenses reimbursed and a valid driver’s license required.
Requirements

- Professional demeanor and the ability to project a positive image for the Association.
- Capability to perform complex analyses and develop recommendations; proficiency with Microsoft Office (Word, Excel, Outlook, Publisher) and common office equipment.
- Nontraditional work hours are expected, including evenings and weekends, as recruitment requires.
- Willingness to travel statewide across California, Arizona, and Utah, approximately 75% of the time.
- Valid driver’s license and normal automobile insurability; the position uses a personal vehicle with travel expenses reimbursed.
