TALENT ACQUISITION SPECIALIST
Job Description
The Talent Acquisition Specialist manages full life cycle recruiting for Navy Exchange Service Command exempt roles worldwide and serves as the organization's public face throughout the hiring process to ensure a positive candidate experience.
Location: Virginia Beach, VA (onsite).
Responsibilities
- Performs system-wide exempt staffing and full life-cycle recruiting functions.
- Administers and interprets policies related to employment, promotions, reassignment, career management, transition assistance, and relocation.
- Develops and coordinates short and long term recruitment and staffing plans.
- Creates strategies responsive to management needs that actively target underrepresented areas.
- Uses executive search techniques to locate viable candidates and proactively builds applicant pools and talent pipelines through active and passive sourcing.
- Establishes position requirements and prepares job vacancy announcements and advertising.
- Designs and implements recruiting strategies to ensure broad dissemination of opportunities and maximize the qualified candidate pool.
- Reviews applicant qualifications and assembles staffing packages for selecting officials.
- Ensures staffing actions comply with applicable policies, laws, and regulations.
- Serves as the public face of the organization during the recruitment process and ensures a positive candidate experience from application to onboarding.
- Sources outstanding candidates from diverse channels, including recruitment fairs, social media, job boards, and professional networks.
- Conducts preliminary screening interviews to assess applicant qualifications.
- May conduct on-site interviews at career fairs, college placement offices, and similar events.
- May present job offers and negotiate salary on behalf of selecting officials.
- Develops and utilizes external applicant referral sources.
- Maintains relationships with state, local, federal, military, and private employment and training organizations, advertising media, colleges, and university placement offices.
- Coordinates staffing of overseas exempt positions and CONUS assignments for overseas returnees.
- Applies JTR and Department of State relocation regulations when preparing relocation actions or providing information to applicants and associates.
- Maintains awareness of competitors' practices, industry trends, and recruitment standards.
- Delivers World Class PREMIER Customer Service for both internal and external customers and partners.
- Operates under the general supervision of the Director, Talent Acquisition, planning and carrying out work independently and resolving most problems independently.
- Performs other related duties as assigned.
Requirements
- Three years of responsible experience in non-routine work that builds a solid understanding of systems, methods, and administrative processes, with the ability to analyze problems and communicate effectively in writing and speech.
- One year of academic study beyond high school may substitute for nine months of experience, up to a maximum of a four-year bachelor's degree replacing three years of general experience.
- Minimum of three years of progressively responsible experience in Human Resources recruitment with emphasis on sourcing and recruiting qualified candidates for permanent full-time positions.
