Job Description
The State of Hawaii, Department of Human Resources Development, Employee Staffing Division, is hiring a Recruiter to support multi-faceted vacancy filling and to speed up the review and referral of qualified candidates through structured hiring strategies.
Role Overview
This Recruiter position is part of the State of Hawaii’s recruitment function within the Employee Staffing Division. The role supports hiring for assigned departments by planning, developing, and implementing strategies intended to accelerate candidate review and referral.
Key Responsibilities

Required Knowledge and Skills
Applicants should have knowledge of state civil service laws, rules, regulations, policies, and procedures, as well as state and federal employment laws and regulations. The role also requires familiarity with the Federal Uniform Guidelines for Employee Selection Procedures, and assessment, selection, and interviewing principles and techniques, including examination methods and job-fill techniques. Experience working with HR databases and applicant tracking systems is required.
- Plan, develop, and implement hiring strategies for assigned departments.
- Understand and appropriately apply laws, rules, regulations, policies, procedures, requirements, guidelines, and professional standards to recruitment, examination, suitability investigations, and placement activities.
- Analyze, evaluate, and make sound decisions on complex personnel recruitment and assessment issues.
- Develop valid examination plans and assessment instruments and/or rating systems.
- Prepare written reports of recommendations and audience-appropriate correspondence.
- Establish and maintain effective relationships with individuals at all levels to exchange factual information and support understanding of personnel management programs, decisions, and functions.
- Demonstrate strong communication and listening skills, reliability, positive body language, networking and relationship-building, a data-driven mentality, technology use, critical thinking, multitasking, time management, and ability to manage expectations and coordinate event networking.
Minimum Qualifications
- Citizens, permanent resident aliens, or nationals of the United States; non-citizens with unrestricted employment authorization from the U.S. Immigration and Naturalization Service may also apply.
- Graduation from an accredited four (4) year college or university with a bachelor's degree.
- Three and one-half (3-1/2) years of progressively responsible professional work experience in one or a combination of human resources management functions, such as recruitment, placement, examination, position classification, pay or wage administration, employee management relations and services, employee development, personnel program development and services, labor relations, and personnel research.
- At least one (1) year of experience must have involved professional recruitment and/or examination for civil service positions in the State of Hawaii or local government jurisdictions (e.g., Judiciary, City and County of Honolulu).
- Experience must show the ability to work satisfactorily with fellow workers and/or operating personnel, recognize problems in personnel program operations, suggest practical solutions, and accept responsibility for personnel administration.
- Clerical or technical experience limited to applying personnel rules, regulations, and procedures in support of the above functions is not qualifying.

Substitution of Education for Experience
- A bachelor's degree from an accredited college or university with a minimum of fifteen (15) semester credit hours in human resources administration, management and industrial relations, or human resources management covering the recruitment and selection process; job evaluation; performance appraisal; employee training and safety; personnel compensation and benefits administration; staffing process; organizational development; and labor laws and/or labor relations may substitute for one (1) year of specialized experience (as applicable to the stated criteria).
- A master’s degree from an accredited college or university in human resources administration, personnel and industrial relations, or human resources management may be substituted for one (1) year of specialized experience.
- A PH.D. degree from an accredited college or university in one of the fields described may be substituted for two (2) years of specialized experience.
- Excess Supervisory or Staff Specialist Experience may be substituted for specialized experience on a year-for-year basis.
Additional Information
- This position is exempt from civil service and is considered temporary in nature.
- If appointed, employment is considered “at will,” meaning the department head or designee may discharge employment at any time.
Location and Salary
- Location: Hawaii (onsite), Employee Staffing Division, State of Hawaii Department of Human Resources Development, Downtown, Oahu.
- Salary: USD 6,221 to 7,278 per month, commensurate with training and experience.
